One of the high impact programs of Mayor Roderick A. Alcala is free quality tertiary education.
Dalubhasaan ng Lungsod ng Lucena (DLL) is the first local college in Quezon Province and recognized as Higher Education Institution (HEI) by the Commission on Higher Education (CHED).
When Mayor Alcala assumed office in 2012, DLL was his vision of providing access to college education for free. He envisages DLL as an institution that would provide easy access to higher education and ultimately develop the competencies of the youth of the city to meet the demands of the local industries and businesses. Through DLL, students from low-income families are able to enrol in degree programs at no cost.
The institution is operated and managed by the City Government of Lucena. It is funded both by the local government of Lucena and the National Government through CHED- UniFAST (Unified Student Financial Assistance System for Tertiary Education).
At present, DLL has a total of nine degree programs and continue to apply for additional academic programs to accommodate more scholars:

Bachelor of Science in Social Work (BSSW)
Bachelor of Science in Entrepreneurship (BSEntrep)
Bachelor of Science in Public Administration (BSPA)
Bachelor of Science in Information Technology (BSIT)
Bachelor of Arts in English Language Studies (ABELS)
Bachelor of Science in Accounting Information System (BSAIS)
Diploma in Hotel and Restaurant Services (DHRS)
Bachelor of Technical Vocation Teachers Education(BTVTE)
At present the former annex building of Lucena City Hall is being renovated to accommodate the growing student population of DLL.
